SGI is a regulated, public-facing organization responsible for driver licensing, vehicle registration, and insurance services. With over 2,000 employees, 350 motor licence issuers, and more than 1,800 insurance brokerage locations across five provinces, its environment includes high-risk and regulated data that must remain accessible, reliable, and compliant.

Problem Overview

 

SGI needed to modernize a legacy IBM OnDemand environment containing more than 63 million business-critical documents. The platform had become increasingly difficult to support, and users were experiencing document load times of up to three minutes.

Beyond performance issues, the platform posed broader risks. As a regulated public sector organization, SGI needed confidence that its content environment could be supported, scaled, and governed effectively. Given the scale and sensitivity of the data involved, SGI engaged Cadence to reduce risk and execute the migration safely.

The Approach

 

Cadence Solutions applied a structured, governance-first migration methodology designed to minimize risk and maintain operational continuity.

The engagement began with identifying and prioritizing content based on SGI’s business and regulatory needs. To avoid impacting production business processes, content was cloned and migrated in parallel, allowing normal operations to continue uninterrupted. Cadence worked closely with SGI stakeholders to define migration sequencing and success criteria, ensuring the most critical content was addressed first.

Given the compressed timeline, risk was managed through regular checkpoints, transparent communication, and an iterative migration approach. Using Cadence’s Peregrine Migrate software allowed the project to meet SGI’s short timeframe without disrupting business operations.

Cadence migrated more than 63 million documents from IBM OnDemand to Azure Blob Storage, providing SGI with a modern, scalable content repository designed to support large volumes of business-critical information.

Peregrine Migrate was used to orchestrate the high-volume migration, including extraction, migration sequencing, validation, error handling, and tracking throughout the engagement. This gave SGI and Cadence greater visibility and control during execution while supporting the compressed project timeline.

Azure Blob Storage provided a durable and scalable cloud storage layer capable of supporting SGI’s performance, reliability, and long-term operability requirements. The solution was designed to reduce dependency on the legacy platform while preserving access to critical documents and avoiding disruption to existing business workflows.
